How can I solve the frizz on top??

Please help me figure out how to tame the frizz on top. I no-poo, condish, have tried a million creams and gels, plopping, not plopping, soaking wet hair, damp hair (scrunched with t-shirt), deep conditioning, protein treatment. I don’t like how squish to consist leaves the top of my head. I am 2b, low porosity, mixed textures. The picture doesn’t do it justice but there is a whole layer of frizzy, unclumped mess on the top layer of my hair

But when I read about your problem, the first thing I thought of was "oil", but then I said, "Naw...type 2 hair, she'll walk around looking like a grease bucket" (lol). So the next thing I thought of was this:
1. Traditional hot oil treatment as a pre-poo
2. Very light hot oil treatment as a post-poo
3. Mixing a little bit of an oil to your conditioner, steaming, then rinsing out as usual.
The main thing I'm thinking of as a possible solution to your issue is to get the oil to penetrate your strands and help lock in moisture that is present or, to protect the hair from losing moisture.
You can go a little bit heavier with the hot oil treatment if it's a pre-poo because you'll be washing it out. For #2 and #3, you'll want to use a much lighter hand. For type 2 hair, I would say "less is more", until you see how your hair reacts. And I'm thinking of all three in regards to an "at home" version of a hot oil treatement (using your oil of choice and using a heat cap, steam, hot towel, whatever).
There are also over-the-counter hot oil treatments available at beauty supply stores that might be even better to use (Aphogee, Queen Helene, etc.)
And, lastly (sorry to be so wordy), as I was writing, I just thought about "oil rinsing".(which might be what #3 qualifies as). You may want to look into that.
Another strange thing is that when I had blunt bangs/fringe, that hair was silky smooth (while the rest wasn't)! Now that it's longer and I dry it to the side with the rest of the hair, it gets grainy too.
Ps if you do not follow the curly girl method, serums actually may solve your problem but they do contain a ton of silicones.

OP, you seem to take good care of your hair and have tried different things. Your hair also does look shiny and well-taken-care-of in the picture you shared. There are product recommendations above, and only one more thing comes to mind. The primary difference between frizz/no frizz for me is quantity of product. I see this most clearly comparing what happens when I get my curly hair cut and styled in a specialist salon versus when I do the styling at home. Wow the folks at my salon pile on the product when the hair is wet (!!! lots!!!) in a way I just do not (In this case Deva Supercream or Styling Cream followed by Ultra Defining Gel). My halo from hell is quite different when I put more product than normal and take the time to ensure it is spread all over the hair strands--from "an extra inch of height" to "a little frizz, maybe"
