oh Rouquinne! a few questions about skincare...

hello! after reading your make-up missive about simplifying the skin care routine, i have a few questions. i am 14 with combination skin [oily forhead/nose, normal chin though]. i have dreaded under eye circles, ruddy cheeks and nose, and these strange rough patches at the bottom of my face, where my neck meets my head. here are my questions to you...
1. how can i get rid of these rough patches?
2. how can i even out the redness without make-up?
3. could you reccomend a routine with products for me [mind you, i'm on a middle schooler's budget

i'm not sure...i think it might be pre-rosecea, but my mother won't believe me and won't take me to a dermatologist. i used eucerin redness relief cleanser, but i didn't see any real change in the redness...
