What is this 'Iraq War' charge on my bill?!

I also found an amazing site called National Priorities Project, that "analyzes and clarifies federal data so that people can understand and influence how their tax dollars are spent."

It calculates the trade-offs for your state,town, county or congressional district in relation to the Iraq War.
Here is an example for the state of Georgia. (Where I live)
Taxpayers in Georgia will pay $18.9 billion for total Iraq war spending approved to date. For the same amount of money, the following could have been provided:
