I actually saw the news stories as they aired - nobody ever said anything about her letting him brush her hair. What they said was that the guy was acting strangely, then asked if she would be willing to donate her hair to a worthy cause. When she refused, he forcibly cut off 17 inches of her hair anyway and took off.
I liken what he did to rape. He violated her in a way that she will remember for the rest of her life, and especially every time she looks in a mirror or washes her hair. She will never be able to escape it. I would feel extremely violated and be extremely upset (like on the verge of unstable, I think) if something like that happened to me. Of course, I'm also a trained kickboxer, so I doubt he would get away with it...at least not without a few broken ribs.

I agree I was a little disturbed that the article said he would only be charged with theft. I think it should at least qualify as armed robbery, since she had no real way of defending her hair against the scissors, but then, that is my warped hair view and not a legal opinion
