Evenly distributing product in hair?

Hi! 

I have 2a/2b hair and am able to get nice curls on the top layer of my hair, but underneath is left as if I didn’t put in product or scrunch at all. 

I use Shea Moisture curl milk and Aussie gel. After coming the Shea Moisture through my (very) wet hair and then scrunching an it, I apply gel but rubbing it in my hands and scrunching. 

Should I be doing something differently?

    I distribute any product except gel with a tangle teezer. If you have a wide tooth comb or denman brush, this will be just fine too. If you find this removes the clumps, take a couple of handfuls of water and pour it over the hair, this should clump it back up. My underlayer is weird too. Only way it is not is if I clip half of it up and style the underside separate which is just too much effort for little payoff for me personally.
