Why is my hair tangled and webbing?

Hi everyone! In the last 3 months my hair has randomly and drastically changed. While before I had a consistent 4b texture, suddenly my curl pattern is inconsistent and my curls are undefined. When it's wet, my hair feels sticky and tangles around itself and when my hair is dry it's so brittle. Also, for whatever reason I'm getting a lot of tangles and breakage at the root. I've tried seemingly everything from getting a protein treatment to straight up cutting my hair but it's still literally breaking off in clumps in the shower. As you can see in the picture, my hair is webbing really badly which is something I have never dealt with until now so I have no idea how to fix it. I'm thinking maybe the cuticle is raised which is making my hair stick together?
Does anyone know have an idea of what's going on with my hair? Has anyone ever dealt with webbing and overcome it?

    Have you started any new medications? Sometimes that can lead to crazy hair changes. Any oddball hormonal changes?

    Have you moved?  If yes it could be the water.
    Have you started using any new products?  Or using a favorite product, but opened a new container?  Maybe your favorite product changed formula.

    As a matter of fact, I started Adderall in January. Maybe that's affecting my hair?

    I just moved to North Carolina actually. I live in an apartment rather than a house though so I don't think I would be able to get  water filtration system for the plumbing if there's hard water. What else can I do? As far as products go, the only thing I repurchased recently was the Cantu Leave-in Conditioner.

    I have never used Cantu, so I don't know if they have changed formula.  Generally NC has soft water so a water filter may not work.  But, soft water can still affect how your products work.
