Dealing with too-liquidy lip gloss

I finally found a lip gloss in a red that I like after searching for a long time. The only problem is that the gloss is pretty liquidy and doesn't set up well (I am used to sticky lip gloss that really adheres to the lips). Does anyone have any suggestions for making the gloss have more staying power? I tried blotting it with a tissue, but it removes so much of the pigment that the color doesn't even look like the same one that was in the tube. Should I put foundation and powder on my lips first to absorb some of the excess liquid?
