To some extent, it depends on the curl typing system that you use. The types on Naturally Curly are based on Andre Walker's system, which incorporates texture and curl pattern into one number-letter combo. In that system, 2b has a medium texture and definite waves, 2c is coarse hair with a strong wave/very loose curl, and 3a hair is fine in texture with root curl and sidewalk chalk sized curls. In this case, root curl is the defining characteristic between wavy hair and curly hair and that it's very easy for 3a hair to look 2c, but very difficult to make 2c hair look like 3a.
The other hair typing system that uses the number-letter designation is the FIA system. In this system, 2b waves still have a definite wave pattern, 2c is strong wave with the occasional curl (wurly), and 3a is large curls. Texture is assigned a separate character, since it's pretty common sense that not all people with 2c curl pattern have coarse hair. In this system, the separation between wavy and curly is based on the consistency/frequency of definite full curls, with no mention of sidewalk chalk diameter anywhere.
