What is the difference between hydrogen peroxide and an oxidizing emulsion?

I just did some highlights in my hair with a 30 volume hydrogen peroxide, and tomorrow I am going to go over it with red dye.
The red dye is by Ice-cream and the instruction say to mix with an oxidizing emulsion. Would that be the same as my bottle of hydrogen peroxide?
