I'd guess 1B or 1C maybe? I'm 2A and this is my hair:

2A/B. Mix of fine, medium, and coarse (mostly medium). Dense. Mix of normal and high porosity.
    Dry climate.

Could definitely be 2a. Washed, combed and left to air dry my 2a waves look much less pronounced, too. Scrunching, the right products and protein/moisture balance make a big difference for wavy hair. Especially fine wavy hair.

My hair loves protein, plopping, and diffusing! Trying to find a way to style and air dry.

Definitely more 2a than 2b but there are techniques to enhance the wave if that's what you're looking for.
