Have you had your scalp disorder formally diagnosed? Flaking/ dandruff can be down to a few different dermatological conditions, until you know the cause you cannot identify the solution.

Drinking more water can help. Oiling your scalp helps too.

The best treatment for dry hair is to apply lots of oil to them twice or thrice a week and using a shampoo that contains natural ingredients which will provide your hair the required nutrition.

I don't have any experience with dandruff, so this suggestion might not be any help, but what about not washing your scalp at all and allowing the natural oils saturate your scalp and hair?

Both oleic acid in many natural oils that you apply and sebum from your scalp are known irritants in the most common cause of dandruff, seborrhoeic dermatitis. Please, get a diagnosis rather than trying out home remedies that can easily worsen the problem.
