Frizzy and Oily? HELP!!

My hair is probably a 2c. It is SUPER frizzy and doesn't want to do anything. But it's really oily too so anything I do for the frizz makes it oily and anything for the oil makes it frizzy. I've probably tried 30 different shampoos and products but nothing works. Any advice?

    Wash our scalp with shampoo and then MOISTURIZE THE HECK OUT OF IT. I've had the same problem. Maybe you have high porosity?

    What is your daily/weekly hair routine? What exact products do you use?

    I wash my hair every day with Garnier Pure Clean shampoo (no conditioner) then use Garnier Curl Sculpting Cream-Gel. The shampoo isn't supposed to leave any residue in your hair so I thought that might help with the oily-ness. Then the Gel is to help control the frizz. It's better than anything I've tried before but still a problem. Any ideas?
