I guess everyone's perspective is different. IMO your hair is nowhere near a frizzy mess.

What is your routine? Your hair looks like it could benefit from a good cut to make the waves/curls work together instead of against each other. I think that is why is has a slightly messy look.

Your hair looks as if the curl is being pulled out. I'm not sure if that is because you need your hair shaped or because the products you use are too heavy. Your hair looks to be medium strand size leaning toward fine. Do you use any conditioner? You may have success with conditioners aimed at fine hair - protein, as well as moisture. That would probably help with the frizz. You probably wouldn't need to leave any conditioner in or maybe just a light leave in and forget about the mousse. Mousse can be drying.

I don't have thin hair; I'm actually the opposite, so searching for thin hair may help you with finding a routine or products. Also, maybe getting your hair analyzed might help: Curl Wizard - About Curl Wizard
