Tips for damaged Kinky Curly hair?

I always put my hair up in a rubber band- now that it's messed up, I can't do anything BUT put it up, because it looks weird. My mother cut my hair, now it's even worse; she didn't cut it right. I look like dora the explorer when it's down on after it dries after a shower.
My hair is really dry, coarse, and frizzy. Any haircut ideas, or how I can find a way to keep it moisturized?
...I've relaxed it before, and I'm not going back. It looks much prettier natural.
That picture, obviously not me, is what my hair looks like on a GOOD day, when I don't put it up; mainly at night or on the weekends.
