Am I curly... or wavy?

The pic with hair down was before I cut some long layers in. Hope the layers weren't a mistake! If I comb that, it becomes waves with some "twirl" on the ends which never stays looking neat. The braids (very practical for hiking) show how much spiral is there after layers too. I have fine hair, it's soft. It doesn't hold rag curls or any other unless I set them wet, which results in a frizzy mess. I always have a halo of shorter, wilder hairs.
